"how permaculture approachs the California drought"

I expect Jerry Brown is fairly familiar with permaculture. Though I'm
not so sure about most of our legislators, particularly those that may
be somewhat bought and paid for by Big Ag.

But when I saw this:

it made me wonder if a similar chart could be made with the numbers
revised according to best permaculture ag practices. Which, it seems,
might be very persuasive for identifying legislators who might introduce
legislation mandating such practices. Obviously, the monoculture nature
of these charts would have to reflect a different approach.

Just wondering. I have no expertise on this topic. Are there already
folks working on similar legislative issues? Obviously, the drought is
not just about reducing water use which seems to be the public approach
so far, but how we use and re-use and re-use it.

Thanks for considering.
