[Lapg] Redevelopment Agencies and permaculture

I have not seen this in the news. Jerry Brown is making all the
redevelopment agencies pay the state back money in order to receive any more
funds.
They have to use the money they have or lose it. This is making the cities
fast track the redevelopment projects they have been sitting on.
The city of 29 palms is using this money to tear down houses to mitigate
blight.
I'd like to use the money to maintain the landscaping around foreclosed
homes and put them into food production but they wont go for it.
How about a debt jubilee from the banks?
