[Lapg] watershed guy please

Hey
Can someone tell me the name of the watershed guy that uses wheat straw to
slow down water?
29 palms wants to charge me 11k for aq curb. They are still running all the
storm water into a drainage ditch.
This usually tears up the streets during flash floods.
My neighbors told me where the water starts. You can see its path in the
sand.
i plan to go to the planning commision meetings out here and see whats up.
Unfortunatly, big developers would rather
earn huge amounts of tax payer dollars rather than use a simple
decentralized solution.
