[Lapg] Mark Lakeman from City Repair coming to LA

It's confirmed that Mark Lakeman is coming to LA Sept 11 - 16.
We are planning lectures and at least 2 intersection repair workshops.

We have both an east side and a west side group organizing events.

We are still looking for additional lecture opportunities and volunteers.
