[Lapg] solar rebate advice please

Hey
I am having trouble with the solar rebates for my dupex in watts.
Because the place was empty for months when I bought it there was no
electricity bill.
The solar rebates requre an electric bill to show usage. It takes 8 to 10
weeks for the rebates to clear. I had to wait two monts for an elec bill
before I could apply for the rebates. Now I will have to make several loan
payments while waiting for rebates. I can't put a tennant in because the
panels are half of my fha 203k remodeling fund and the bank wont appraise
and sign off until the job is 100% done. If the tennants were to ruin what
work I have done before its appraised I would not be able to get the final
disbursement.
If anyone is using a 203k to finance solar panels I don't recomend it. the
only reason I did it is I did not want to take out a second.
