I guess the roving chihuahua problem down here in watts is not what it seems.
Yes, people let their dogs go into the streets when they are foreclosed on.
Yes, there are puppie mills.
But there is a strrange phenomena happening down here.
The little dogs can fit between the bars of most of the fences around the houses.
So, people let their small dogs do their rounds in the neighborhood.
They do their thing and come back home.
For some reason the large dogs view the small dogs as toys and dont eat them.
I know this is trite and tried and apallingly boring but its just one of the many things
that happen in poor neighborhoods.
What does not trickle down from the top causes unimaginable problems for which strange solutions occur.
