Subject: [Lapg] need a plant name

Hi there,
 
I'm a permaculture designer in Ontario Canada, and was posed a question by someone in your neck of the woods.  He needs a good deep rooted ground cover that prevents erosion, is drought resistant, with grow in sandy/rocky soils and is low to the ground as fire is a concern.  Do you have a plant or two I could pass along to him that is a good ground cover in this instance?
