FYI... This is what a person very knowledgeable in these things (she and her husband are 110% solar electric at home and have been for several years) told me regarding AB 811. She is the Coordinator of the Solar Energy Academy at La Mirada HS and he worked with ESolar and is now a managing supervisor with Grid Alternatives, Carson. We all are involved with Transition Whittier.

We heard a presentation on this at the LB Sierra  Club. It’s for homeowners in LA County. But first the city has to apply to join the program. Mainly LA and LB are participating. From the flyer that I have before me:
* Provides municipal financing for energy efficiency and renewable energy projects on private property
* Requires little or no upfront cost to property owners and does not impact their credit
  • Allows the benefitted property to serve as a security deposit
  • Financing costs are administered through a property tax assessment which transfers with the sale of the property
  • Availablity to property owners in all cities located within the County
