Just a few areas, that many of you know a lot about:
Affordable/ecological housing (retrofitting for ecovillages, cohousing, shared housing, other intentional communities), public transit (including e.g., frequent electric shuttles in foothill communities connecting residents to local shopping and other public transit), major increased bicycle infrastructure, food security, permaculture, neighborhood based waste to resource centers, composting toilets/living machines and other decentralized water conservation measures, community based renewable energy strategies, neighborhood sustainable living groups, incentive funds to neighborhood councils and/or schools and/or colleges for sponsoring green demonstrations (e.g., ecovillage retrofits in local neighborhoods), bicycle infrastructure, public service announcements targeting cultural change (rather than just "switching"), low interest community loan funds for neighborhood greening activities perhaps controlled by Neighborhood Councils with non-council oversight committees, etc, etc.

Although the request is specifically about Energy Efficiency and Conservation, I believe all of the above is connected, or you can make it so...
